Why choose CBD skincare?

Unlike CBD gummies, oils or infusions, a cosmetic is not swallowed: it falls under Regulation (EC) No 1223/2009 on cosmetic products, not under the Novel Food regulation. That is why a CBD balm or serum can still be sold in France after 15 May 2026, whereas ingested CBD gummies and infusions are being withdrawn from the market for want of European authorisation.

CBD is a lipophilic compound, which makes it easy to incorporate into oily bases or emulsions. Formulators often pair it with other plant actives (hemp oil, camomile, aloe vera) in balms, serums or face creams. No health claim is permitted: legitimate wording remains descriptive, such as "soothing care" or "comfort texture", never "treats eczema" or "relieves inflammation".

Before choosing a product, several elements deserve attention: the full INCI list, which must state CBD under its exact cosmetic name (Cannabidiol), the THC content of the finished product (≤ 0.30% pursuant to the Conseil d'État decision of 29 December 2022), and the existence of an independent certificate of analysis. As with any cosmetic, a patch test on the inner elbow 48 hours before first application helps detect any skin reaction. Pregnant or breastfeeding women and people with very sensitive or diseased skin should seek a dermatologist's advice before introducing a new product, CBD or otherwise.

Brands selling cosmetic CBD often rely on the language of skin wellbeing and a soothing ritual. This vocabulary remains compliant as long as it asserts no therapeutic virtue. The real quality of a skincare product depends more on its overall formulation and its active content than on the mere presence of CBD in the ingredients list.

Is cosmetic CBD legal in France?

Yes, it has been listed in the European CosIng database since February 2021, provided the finished product complies with a THC level at or below 0.30%.

Can a CBD product treat acne or eczema?

No, no brand may claim that effect. The permitted vocabulary remains that of cosmetic wellbeing, with no therapeutic claim.

Does cosmetic CBD pass into the bloodstream?

Skin absorption of CBD remains very limited compared with sublingual or oral administration. Topical use should not cause a saliva test to fail.
