Travelling with CBD in Europe
The framework applying between a departure country and a destination: THC threshold, flower status and documented precautions.
Framework applying to this route
Route possible with precautions.
France
THC threshold
0.3 %
Flowers and resins
Allowed
Sale and possession of products at ≤ 0.3 % THC allowed, flowers included (Conseil d'État, 2022).
Germany
THC threshold
0.3 %
Flowers and resins
Grey zone outside licences
CBD is legal; raw flower remains debated outside the medical framework. Oils and cosmetics circulate without documented difficulty.
In every case: keep the invoice and the batch certificate of analysis, prefer a sealed oil or capsule to a flower, and check the destination's law at the date of travel.
Method and limits
Within the EU, the free-movement case law (CJEU, Kanavape, 2020) protects compliant CBD products, but each country keeps its own rules on flowers, food status and THC thresholds. The strictest of the two countries on your route is the one that matters at a check.
Statuses were verified in summer 2026 against the national texts and case law cited in our country articles, including France-Switzerland and France-Germany. Laws move fast: check again the week you travel.
