CBD in Brest: legal framework and pointers for choosing well

CBD is legal throughout France, Brest included, provided the THC content of the finished product stays below 0.3%, the threshold set by the order of 30 December 2021. No local rule is added to this national framework: the law that applies in Brest is the one that applies everywhere else. What does vary, however, is the care needed when choosing a product.

What the law allows throughout France
The order of 30 December 2021 set the threshold of 0.3% THC in the finished product for all hemp-based preparations. The Conseil d'État decision of 29 December 2022 (no. 444887) went on to confirm that raw hemp flowers and leaves could also be sold below that threshold, ending several years of legal uncertainty for retailers. This framework applies uniformly across the whole country: no municipal or departmental rule restricts or extends it.
Where to find CBD in Brest
As in most French cities, the CBD offering in Brest is split between physical specialist shops and online sales with delivery. Both channels are legal, subject to compliance with the THC threshold and the absence of prohibited cannabinoids. Buying online often makes it easier to consult the certificate of analysis before ordering, which is not always displayed in shops. Whichever channel you choose, the same points deserve attention: the origin of the hemp, the extraction method, the presence of an independent laboratory certificate and clarity of dosage in milligrams.
How to recognise a reliable CBD product
Four markers help distinguish a serious offering from an approximate one:
- The certificate of analysis (CoA): issued by an independent laboratory, it must state the CBD content, THC below 0.3% and the absence of pesticides, heavy metals and residual solvents.
- The absence of prohibited cannabinoids: since the ANSM order of 3 June 2024, several synthetic cannabinoids (HHC, H4CBD, THCP, HHCO) have been classified as narcotics. No legal product may contain them.
- Clarity of dosage: a figure in milligrams of CBD per bottle or per dose, not just a vague percentage.

Hemp, a historic crop in Brittany
Finistère, and Brittany more widely, retain a long tradition of growing textile hemp, historically used for ropes and marine canvas before the rise of synthetic fibres. The CBD sold today comes from varieties selected for their cannabinoid profile, grown in France or imported from other European countries, with no direct link to that old textile production. This local history partly explains why hemp remains a familiar crop in the region, quite apart from the wellness market.
What a CBD retailer is not allowed to say
Wellness CBD is not a medicine and may not be the subject of any therapeutic claim. MILDECA and the DGCCRF regularly point out that no shop may state that a product "cures", "treats" or "relieves" a specific condition. The permitted vocabulary remains that of wellbeing and relaxation. This rule applies in exactly the same way in Brest as in the rest of France.
Since 15 May 2026, CBD products intended to be ingested (gummies, sweetened infusions, food capsules) have moreover been progressively withdrawn from the market for lack of Novel Food authorisation. Sublingual formats and flowers for infusion may still be sold under other regulatory regimes, depending on how they are presented.
