H4CBD: why this cannabinoid is prohibited in France

Since 3 June 2024, the production, sale and use of H4CBD have been prohibited in France: the ANSM added this molecule to the list of narcotics by a decision of 22 May 2024 (source: ANSM). This hydrogenated cannabinoid, obtained by chemical synthesis from CBD, joined a series of other molecules covered by the same measure.

What is H4CBD?

H4CBD, or hydrogenated CBD, is a semi-synthetic cannabinoid obtained by hydrogenating natural CBD, a chemical process that alters its molecular structure. This transformation does not produce an "improved" CBD, as some sellers presented it, but a distinct molecule whose effects and safety are poorly documented.

Unlike CBD extracted directly from hemp, H4CBD does not occur naturally in the plant in any significant quantity. It is made in a laboratory, which puts it closer to a synthetic derivative than to a conventional plant extract.

Why did the ANSM prohibit H4CBD?

The French national agency for medicines safety (ANSM) decided on 22 May 2024 to add H4CBD to the list of narcotics (source: ANSM). This decision forms part of a wider watch on the synthetic cannabinoids that have appeared on the market in recent years, whose effects and toxicity remain poorly assessed.

Classification as a narcotic places H4CBD in the same legal category as substances whose possession, production and sale are strictly controlled, and may carry criminal penalties.

Which other molecules were covered by the same decision?

The 2024 prohibition was not limited to H4CBD. It also covered H2CBD, THCP, THCA and HHCPO (source: ANSM). These molecules share common features: they are either semi-synthetic or the product of transformation processes that heighten their psychoactive potential compared with well-characterised natural cannabinoids.

THCA, for example, is a natural precursor of THC that converts on heating; its classification illustrates the precautionary logic adopted by the ANSM towards molecules capable of producing effects close to those of THC.

How can you recognise and avoid a product containing H4CBD?

Since the ban, a product compliant with French regulation can no longer contain H4CBD. It is advisable to check the composition stated on the label and to favour natural CBD extracts whose THC content stays below the authorised threshold.

A product that explicitly advertises H4CBD, or that remains vague about its exact composition, should put the buyer on alert.
